If your looking to purchase one harness rather than separate harnesses for age differences, if your horse is already 15.2H and weighing in at that weight it sounds like your best bet might be a horse size harness. Although it may be a bit large right now once he fills out it should fit great.

I have both Smuckers (biothan and leather) and Zilco harnesses in each size and this is what I find: For the horses standing 14-15H I generally find a cob size fits them (sometimes I have to swap out the breeching), but for anything larger, especially once it gets filled out a horse size is what we use.
