Subject: It really depends on the particular institution and the geographical location. I have been at some colleges where all Ph.D's were called "Doctor" and some where none were addressed as "Doctor." For what it's worth, it seems like the farther south it was, the more likely it was that people were to be called "Mr." or "Ms." rather than "Doctor" unless they had a medical degree.

I think they felt they'd had as much education as a medical doctor so should be afforded the same courtesy. Or maybe it's because no one is more arrogant than a professor.
