your original response included: "The total number of years ... the payback for a funded education program is normally two for one." I'm asking about the two for one part. If I read your statement correctly, you are saying that 'two for one' means two years payback for one year funded education. BUT: The NROTC unit at the University of Michigan has midshipman owing one year payback for one year funded education. Thus, the 4 years of tuition fully paid by the Navy for a university education results in 4 years of required/obligated service. My child was commissioned 4/30/09 and she doesn't don't owe 8 years of obligated service for 4 years of education---as the statement 2 for 1 would indicate. Neither does anyone else in her unit. It was my understanding that all ROTC programs operate the same---maybe I am mistaken? Additionally, she is currently planning to enter a 6 mo. training program which will add only an additional 6 mo. to her obligation---NOT 12 mo, as would be the case if it were 2 for 1. I'm asking: under what conditions does one owe 8 years obligated service for 4 years of education? I've never heard of that.
