Middies/Cadets receive a full ride (books, tuition, room, meals, lab fees, Summer deployments, uniforms, haircuts, etc.) plus a small stipend. They "owe" 2 years of service for each year in school -- 8 years of service.

Now once you are active duty the rules change. If you are getting your extra degree "off hours" (not part of your regular duty) you owe nothing. IIRC officers pay their own way but enlisted can take classes on Uncle Sam's dime.

If you are getting your degree "on hours", i.e. your designator is aviator in training (139X) or flight surgeon in training (210X), learning your designator is your full time job. You get paid the standard pay and allowances for your rank while in school. You "owe" the government 2 years of service for every year of schooling.
