This is something that really isn't common anymore. No one wants to tackle it, so I will try. I am a senior, don't make a lot of the ruffly doilies anymore, but will try and recall what I did at that time.
You will beed a lot of room, that 25" piece will take up some space, and best to use some garbage bag or similar to lay this on. do your starch thing, and lay the ruffle down, ruffling as you go. In the parts of the ruffle that stand up, put crumpled saran wrap or similar, to hold in place, and keep on that way. If you need more support for the ruffles, you will have to crumple and support, and can use foil too I would think. Whatever, just be sure it is rust proof, so you don't have grief when the ruffle is dry.
Not something you would want to do 2-3 times a week for sure. Just take your time, and make it look nice, and let it dry is about all I can speak to. This is not something that is ironed. Just pull into shape, stuff, and let dry.
