There is no chairperson, no committee, no extra $$, nada. Miss AZ gets a couple mock interviews at the local pageants and that's about all of state staff's input. In most other state program's eyes, this is considered to be when a girl does things "on her own".Big pageant states (TX, OK, CA, etc) have a committee of people specificallly to prepare Miss State for Miss America and an extra budget to do so (tens of thousands of dollars). They get this money from fundraisers and sponsors who like to donate to states who do well at Miss America (Think OK-4 top 5 finishes in 6 years with two Miss Americas. I don't really think they have an issue getting sponsors to donate money to their prep team.)The difference is some state leadership have a national mindset and some don't, meaning some states like having titleholders who are not only good community servants but competitve nationally as well. Some state boards don't care about being competitive nationally, and AZ is one of those states.
