I saw this occassionally, even with shavings. They are poo factories. I filled the sink with a little lukewarm water and let them walk about in that. If you have boinkers, that might not be so easy! In that case, saturate a paper towel and hold it around the bird's foot ... it will loosen up and you can wash it right off.
