While watching proudly each year as another reigning Miss Oklahoma crowned her tearful successor, pageant chief Charlie Welch was busy grooming his own successors.

Over the four decades he was involved, the longtime executive director exuded a contagious enthusiasm for the annual events, which he passed on not only to his family but to the legion of volunteers and supporters he recruited, as well.

"Dad was not shy about asking anybody to do anything," said Kay Alexander, Welch's daughter and the current Miss Oklahoma Pageant's executive director.

"This was his passion and he was instrumental in making this program grow into one of the best in the nation."

Charles Edwin Welch, a noted Realtor who served the Tulsa-based pageant as executive director for 20 years and then in other capacities, died Saturday. He was 82.

A memorial service is set for 2 p.m. Wednesday at New Haven United Methodist Church under the direction of Moore's Southlawn Funeral Home.

Alexander isn't the only family member carrying on the tradition; her two daughters help with the pageant's mentoring program for young girls, she said.

Thanks to Welch's influence, former Miss Oklahoma Mignon Merchant-Ball, who held the crown in 1986, also has continued to volunteer.

"I've always said that had my father not been available to walk me down the aisle, I would have had Charlie do it," Merchant-Ball said.

Welch began volunteering with the pageant in 1966 — the same year Miss Oklahoma Jane Ann Jayroe was named Miss America — and became executive director in 1972 after persuading the Kiwanis Club of Tulsa, of which he was a member, to take over its sponsorship.

The pageant gave out $2,500 in scholarships to pageant contestants in 1972, Welch's first year directing; since that time, more than $1.8 million in cash has been raised, with about $70,000 being given out annually.

The pageant has produced four more Miss Americas since 1972.

Welch was recognized in 2003 with the Miss America Academy of Honor Award for his lifetime contributions.

But he always preferred that the pageant participants get the attention, friends say.

"He just enjoyed helping the young women of Oklahoma move forward in pursuing their life goals, financing their educations and developing their skills," Alexander said.

Welch's survivors include his wife, Mary Welch; two sons, Gary Welch and Kirk Welch; one daughter, Kay Alexander; six grandchildren; two stepgrandchildren; and two great-grandchildren.

A scholarship has been created in Welch's honor. Donations may be made to the Tulsa Kiwanis Foundation — Miss Oklahoma Fund, 3211 S. Lakewood Ave., Tulsa, OK 74135.
