We aren't any different. Why would you think legislative action would be guaranteed? Our 13 holidays aren't guaranteed (the legislature can take away 2 like some have been pushing for). Our health care contribution rate is not guaranteed at 20/25. The legislature can change it at anytime. The FUNDING of contracts are not guaranteed. It's not funny, just fact!
