Buzz ShareThis .Senator Stephen Brewer, the Senate’s top budget writer, described spending items in the bill as time-sensitive and said that the funds for snow removal had not factored in the storm predicted to wallop Central and Western Massachusetts today. The bill also provides $30 million for collectively bargained pay increases for employees of the Trial Court, $8 million for family shelters, $6 million for youth summer jobs programs, and $81,000 for a pair of special House elections taking place this spring.
