There was the way the University made it difficult for the girl to file a complaint or receive any immediate justice from the "local authority" (i.e. the school). In the script, Ray interviews the Dean who didn't make it easy for the girl to report the incident. Basically showing no real sympathy and telling her to have a nice day.
