This is copy and pasted from the website.

single female at least 17 years of age and a senior in high school, but not older than 24 on December 31st of the year before her competition at Miss America

I don't know why they turned down a 17 year but my guess would be she was not a high school senior or another reason that obviously we don't/wont know.

Kind of an interesting thing I found out. Hannah, Miss Spokane is 17 and just graduated from High School so she was a really young senior when she won Miss Spokane. On the other hand, JJ brown was the oldest teen at MWOT this year and she is OLDER than Miss Spokane but could compete at teen because she was only a junior. So 17 if you are a senior is Miss and 17 as a junior is teen, even if the teen is actually older than the miss

This is the same situation from Miss America 2011. Age and year in high school work together in these situations.
