You say he is driving without a license, and he can't read.

How does he read the street signs when he goes and looks for jobs? What about things like detour signs?

How is he insured without a license? What if he hits someone? If he has an accident, or if he is even involved in an accident (whether or not he is at fault), he could be in heaps of trouble for driving without a license.

Many places provide services and transportation for those with disabilities. Does your town have any organizations that help people with difficulties?
