I don't think spanking a 17 yr old is the best thing to do. I got spankings when I was a teen, and it just made me angry, as the spanking didn't fit the punishment. I think there are alot more effective ways, as taking away privileges, and grounding. It's too easy to cross the line into abuse when you're angry and frustrated and spank. I've seen that happen with my own children from their father, and now they have nothing but loath for him. I think it is much too humiliating for a 17 yr old to be spanked, and there are much better options. Open communication is also key. I have seen kids raised with no physical punishment, and just with consistancy in other types of discipline, and they have grown up to be wonderful, caring, responsible adults. Just my opinion, but I know personally the emotional scarring that can occur and the fear of the parent, which doesn't usually create a very good parent/child bond. I, however think spanking should be used in younger children, if they are doing something that could harm them or someone else. I just don't think it should be used for general punishment for kids talking back, etc.
