They don't normally wear skirts except to church so that may be a good suggestion. They will know in advance if they have a spanking coming and washing up and changing their clothes would be a part of getting ready. They would be completely dressed while he was talking to them but like you say flipping up the skirt just takes a second when he's ready to start the spanking.
