Some ladies have citizenship to other countries while living in the US. If you were born elsewhere you would have to apply to become American by the naturalization process. Most systems will allow you to participate by citizenship because it is the equivalence to residency. For instance an American military person is still American while living in Iraq so they could do Mrs. America or elect to go as Mrs. Iraq.
