I agree with the first reply you got. If your Walmart still has their sewing department, get your pattern there. A basic Capri Set pattern is what you would start out with. I also had a toddler sundress pattern with the bloomers.

The first ebay post you had (Halloween outfit). Use the Capri pants pattern, and then get contrasting material for the ruffle. For both my girls I cut a strip of material 6 inches wide, folded it in half & Ironed it flat, and then just gathered it to the ruffle fullness I wanted. To cover there I attached the ruffle, I got 1" wide ribbed ribbon and stitch witchery tape and Ironed the ribbon on. You can also sew it, but you will have to do the upper & lower part of the ribbon. I was too lazy.
For the top, I did not use the shoulder part of the pattern, I stopped at armpit level, made two tubes of contrasting material. Put some of the stitch witchery in the tube of material & ironed them flat. Then sewed them into the top. I then made bows out of the same ribbon I used for the pants, and attached them where the straps wet the bodice.
I cropped the top, and then used the sundress shirt pattern for the A line of the top, and added a contrasting material at the bottom for a ruffle. I did the same fold as I did on the pants ruffle, it helps to make the top lay flat.

I use 3 different materials, the pants & bodice are the same material, the A line of the top & the pants ruffle are the same material. And the straps on the top & the ruffle at the bottom of the top are the same material.
I used snaps on the back of the top & found darling buttons at Walmart for mock buttons for the back of the top.
