 If you are correct about Shoven, and I believe you most probably are, he's much more petty and spiteful than I originally thought.

The polls are something to talk about for entertainment and become really meaningful if a team is hoping to secure an at-large bid to the FCS playoffs. Given the overall strength of the NEC compared to other more established FCS comferences, NEC members are not likely to get an at-large bid in the foreseeable future. However, I might add that being ranked in the Top 25 or near the Top 25 can have a positive effect in recruiting so discussing the fairness of the polls is not necessarily a meaningless topic.
