[The reader should assume that this posting is written tongue-in-cheek, although I imagine some people might wish that my recommendations were actually implemented.]

Most of the spanking-related postings on this website concern adults who have recognized their need for additional correctional discipline beyond that provided by their parents or the public school system. Somewhat like a drug addict who voluntarily commits himself to rehab, these individuals voluntarily submit themselves to one or more "corrections specialists" to get the help they need. Having been a "corrections specialist" for many years, I feel qualified to make the following recommendations to those in charge of our penal systems.

It is a well-known fact that corporal punishment plays an essential role in guiding an individual toward becoming a responsible member of society. For example, a child learns respect for others from the sting of his father's belt, not by "reasoning" with the child. If a child fails to receive the discipline he needs, he is statistically more likely to become a criminal and end up in the prison system. However, if he is incarcerated while he is still fairly young, society has an opportunity to correct his inadequate upbringing. While an over-the-knee hand spanking or a few licks with a belt might be all the correction a young child needs, such measures are generally ineffective with an older teenager or an adult. In those cases, heavier discipline with a prison strap is called for. I recommend that periodic application of the strap be administered to all inmates, at least once a month during their term of imprisonment, in the amount of 10 or 20 lashes. Some may think I'm too lenient regarding the severity of the punishment. However, I feel a whipping should not be thought of as retribution for past offenses, but rather as the most efficient way of guiding the inmate toward a life of socially-acceptable behavior. Of course, no prisoner who is ill should be given a whipping. However, to discourage prisoners from faking an illness in order to avoid a whipping, all ill prisoners would be informed that the number of lashes they failed to receive because of their illness will be added to the number of lashes for their next scheduled whipping!

Although some may find the following suggestion controversial, particularly those people who believe rules and procedures should be rigid and inflexible, I believe that prison guards on punishment detail should be given the discretionary power to double the number of lashes for a specific individual if they feel the inmate is in a particularly receptive mood and would greatly benefit from the additional lashes. I doubt any guard would abuse that power if it were given to him. Although the only specific requirement for a guard on punishment detail is strong arms and shoulders so that he can wield the heavy prison strap accurately and with consistent force (some might complain with "consistently heavy force"), I think that most guards honestly want to help the prisoner on his road to rehabilitation. What some critics have interpreted as a sadistic glee on the faces of the guards when they hear the screams of a prisoner "getting the strap", I interpret as something akin to the understanding smile of a wise father who sees his child learning a painful lesson in life but knows the child will be the better for it. And when those same critics complain about the excessive zeal that many of the guards seem to put into wielding the punishment strap, all I see is the enthusiasm that any teacher might feel when he sees a student readily "absorbing" the lesson that's being taught.

It is essential that the punishment be sufficient to subdue the inmate's natural arrogance and instill a sense of submission and humility in him. A general rule of thumb is: If the prisoner can take the whipping without making any audible expression of pain, then the punishment is definitely too light. And, if that is the case, you run a substantial risk that the inmate will lose all respect for the system. It is therefore necessary to increase the severity of the punishment until he is either yelling or screaming from the pain and begging you to stop. It is only then that you can be sure you are reaching that part of him that needs to be reached.

There is a trade-off to be made, however. A certain level of pain needs to be inflicted for the punishment to be effective, but increasing the severity of the punishment often increases the likelihood of physical injury to the prisoner. It is for this reason that I generally recommend the use of a leather strap (at least 3" wide and 2 feet long), commonly referred to as a "Southern prison strap", as being the most beneficial for the inmate. Equipped with such a strap, the guard can subject the inmate to an almost unlimited amount of pain, sufficient for anyone's correctional needs, while being comforted with the knowledge that the strap will not cause any physical injury to the inmate other than a little bruising which is temporary and harmless. So I feel that the leather prison strap is not only the most effective instrument for correctional punishment, but also the most humane as well.

Because of the necessary severity of an institutional whipping, I recommend, for the inmate's safety that, when he is to be punished, he should be placed on some sort of a spanking bench with his wrists and ankles secured in restraints. An additional strap should be placed around his midsection and tightened to prevent any excessive bodily movements while the punishment is being administered, as these might result in "unintended injury" to the prisoner.

I also recommend that a specific time of day be set aside for the punishment of all those prisoners scheduled for a whipping on that day. Prisoners should only be whipped, one at a time, with the others present to witness it. Scientific research has established that hearing the screams of those prisoners who have preceded them provides additional psychological reinforcement to those prisoners still awaiting their turn on the spanking bench.

Sometimes, I think those of us who wield a punishment strap are often misunderstood. There seems to be a common perception that we get sadistic pleasure from inflicting pain on another individual. Far from it. Now, I can only speak for myself. Personally, I don't get any pleasure out of applying a heavy leather strap to a man's naked buttocks (no matter how attractive those buttocks might be). I consider it an unpleasant task, but someone has to do it. I also don't get any enjoyment observing a young prisoner's nicely-shaped buttocks gradually changing, during the course of a whipping, from their natural color to a bright pink, then to red, and eventually to dark purple or black. Nor do I derive any pleasure from listening to a man's terrifying screams of agony as his body instantly responds to the sting of the strap. I must admit that hearing his screams does give me some satisfaction in knowing that this method of education is having the desired effect. We can be truly thankful that Nature has made that portion of a man's anatomy so very sensitive. It obviously provides an evolutionary advantage in that the administration of intense pain to that area results in a man learning something very quickly and effectively, which otherwise might take him years to learn through traditional trial-and-error methods.
