In a short answer: yes. Elementary school teachers will treat taller children as if they were older, and smaller children as if they were younger even if they are in the same grade and only a few months different in age. When kids hit a growth spurt, adults and other kids both treat them like they're older. So I think the opposite is true.
In college I knew a very adorable Japanese-American girl. Being from an Asian family, you know that she had a strict upbringing. (And she did.) But she was also very petite, she could still fit in children's clothing and didn't always wear a bra, simply because she didn't have to. Her father I later found out, would semi-regularly spanking her up until she was 20. At the end of her 2nd year in college she didn't move all of her things from her dorm to the storage locker that he had set up for her to store her stuff in over the summer. He had to stay 2 days longer than he originally planned to get her moved out. That first night after multiple runs back-and-forth to the storage locker, he took her to the hotel he was staying at and spanked her harshly with her own hairbrush. I think a large part of why she was treated like that was because she was so small and childlike.
