What a fascinating question. As I recall when administering a spanking the spanking parent was totally absorbed with the project at hand (sorry -- another bad pun!). But, we all knew not to be too interested in the spanking of a friend or sibling. The hinted threat was always "If you are so interested, you must want one also." So the spanker was at least somewhat aware of our curiosity. What else do you think about?
