I'll tell you something, Confused, it can sometimes be very difficult being the older sibling. My sister is 4 years younger than me, but when we were growing up, I frequently got into trouble through her. We were often squabbling and if I initiated the problem it was my fault, and if she initiated the problem it was still my fault. Apparently, as the older child, I should have had more control and walked away. Unfortunately, she had an innate ability to cry out of nothing (her nickname was "Waterworks"), and our mother was taken in every time. My sister always denies this happened, but we get on great now.

So Ms C, I reckon you saw through no 2 daughter's ploy to get her sister into trouble and were right not to punish no 1. But who ever said being a parent was easy?!
