It kinda is, and it kinda isn't.
If she voluntarily submits, it is or is not illegal based upon the state you live in. (In CA it would still be illegal according to the strict letter of the law. In Nevada it would be perfectly fine.) However, if she voluntarily submits there would be no D.A. that would prosecute.
I do not think there is anything wrong with your relationship with your mother, Gigi, nor the other girls in their late teens and beyond whose mothers still spank on occasion -- provided the girls accept it as a legitimate punishment, which clearly, you do... The flip side of that, though, is that there are many parts of the U.S., and indeed, the Western world, where the vast majority of kids are never spanked. And, in fact, most spanking parents stop by the age of about 9. The vast majority stop by around 12.
You do need to understand that while you can find other people online with similar circumstances, or perhaps live in an area where there are a couple of other girls in similar circumstances, your that your mother still spanks you is extreme vis-a-vis 98%+ of other twentysomethings in the U.S.
I think Mike has the right idea here. Spanking may get through to this girl, but there has to be a long talk first.
