I am glad that most people here are of one mind about what should happen with your oldest daughter. No need for you to reproach yourself for what you may have done in the past - you brought her up the best way you could, the way most parents do nowadays, something just went wrong, not your fault.
As to the how and when: As I said in my earlier post, you should sit your daughter down and quietly explain the options to her: either she accepts responsibility and submits to your discipline, now and in the foreseeable future, or she is out on her own and has forfeited your support. If (as we all hope) she prefers the first option, then you explain to her what will be the consequences of her messing up so badly. I would actually suggest not one spanking but two, set a few days apart. Bedtime and your daughter's bedroom might be the best setting. Make her wear whatever she normally wears to sleep; if it is a pyjama, the bottom will go down. I would suggest she lies across your lap, with her upper body resting on the bed. Then you start smacking her bottom with your hand till it has a dark pink color. Give her a little time to recover, tell her again why she has to be punished severely, and then pick up the hairbrush. Anything around 50 swats should be right for a grown woman. Don't leave out the crease between bottom and thighs, and perhaps place a few swats on her thighs as well (will make her remember the spanking the next day!). When you are done, hug her and leave her alone, but let her know that a second spanking will follow a few days later, well-earned by what your daughter did.
I would not get her younger sisters involved in this, but on the other hand wouldn't mind if they overhear that there is a spanking going on. If they ask, you can explain that their big sister messed up big time and therefore is being punished. I'm sure they will understand. Warn them not to make fun of her, or else...
Hope this rough treatment is the beginning of a process of reform.
