Alexis Fagan-Williams competing in Teen for the second time this year. Is she the first one to take advantage of the new rule?

New user here :) Probably since the new rule just came out a few weeks ago right? Its not a bad thing, if a girls dream is to go to Teen or Miss USA and the residency has been in question for years anyway in some cases, I think its okay.

I think Florida, California, New York for example could be states that have girls competing in multiple state pageants per year as many girls live in these states do modeling and then they have their home states they origin from. So they might compete in both their home state and state where they live to do modeling job. Idk.
