Based on fan rankings on some websites, she appears to be the favorite 1st RU of all time. But for me, outside of that spectacular dress, she was middle of the road. Now, when considering this question from an overall point of view (e.g., how the delegate worked the dress, overall style, that "it" factor), I could spends days going back and forth between Italy 1997, Colombia 1993, Venezuela 2012, and Japan 2003.

Miss USA 1991 was a weird pageant all around. Barbara Eden and Debbie Shelton were bizarre in the anchor booth, somewhere between robotic and drunk. And then there was Kelly McCarty, the eventual winner. I never got her, and never will. But here's one extra weird thing: when they showed her score in evening gown (which was very high), the crowd seemed to go wild. But they always said the scores were not shown except to the home audience. Maybe the sound mixer amped up the volume, but I've always wondered about that. One of my least favorite pageants overall.

If I remember she wasn't exactly the popular choice when she won her national crown, yes/no? She did grab 2nd RU to Miss Universe so she definitely proved naysayers wrong.

Yep, I agree. I was no great fans of hers, but I had to admit she was best in both competitions. I felt that she really did what she needed to do to win that night. And she came out first in swimsuit, followed by 19 others, and she still stood out... a very difficult feat to pull off.
