Subject: Arm seized on my IGT

My IGT has worked for years. Kids got on it and the arm is locked in the down position. Any suggestions on how to fix?

The arm is mechanical with only wires for a switch. They can be tricky and have to be pulled in and out in the blind almost. If you have worked on vehicles in the past then it will be straight forward if not then I would find some one mechanically inclined.
