I have previously worked on feiseanna and been involved in presenting our syllabi for approval. During the years, we eliminated all adult competitions and added "and over 21, and over 30". Our syllabus was always approved. Because there was no other competition for an "older" dancer to participate in except the "and overs", the dancer would be allowed to do so without any penalty whatsoever. From my understanding this did not preclude dancers from participating in adult ceili. I do not think barring a dancer from an appropriate category would be permitted in either direction. We eventually discontinued these categories due to a bit of lack of interest and probably lack of confidence on the part of the adults dancers.
