Subject: Synopsis of River Oaks City Council Meeting July 25, 2017

The meeting started on time. All members present with the exception of Councilman Holland.

First item on the agenda was Council approving the consent agenda.

Next item council approved the 2017-2018 board appointments to Storm Water Task Force. Steve Sanders is the board chair. James Myrick is moving to an alternate position.

Council approved Prosecution Services with Craig Magnuson, Attorney at Law. Several of the council and police dept staff gave Craig extremely high marks and recommended his hiring.

Council approved entering into an agreement for engineering services with Alan Plummer and Associates for designing the water treatment plant filters and chlorination system. The cost of this service is just under 40,000.

Council approved authorization to publicly auction city vehicles and equipment. It is suppose to be on lonestarauction.com

Council approved Ordinance 1156-2017 to charge credit card payments 3% of the amount being charged.

Council approved Ordinance 1157-2017 amending the animal control ordinance regarding rabies vaccinations for animals that now they can last three years.

Next was a public hearing on proposed zoning text amendments. These were items that Zoning Board of Adjustments, Planning and Zoning and even a workshop have gone over many, many times. Council couldn't get past gravel driveways so the mayor recommended a small committee to look into these zoning changes and try to help with wording that council could pass. Other items other than gravel driveways that council didn't get to were structures in back yards having to match principal structures. carports with pitched roof having to match the homes existing roof,the 75% masonry rule, etc. These items will be back at your next council meeting in August.

Public hearing for the substandard property at 1213 Cambridge. This was a burned out house with over 75% of the structure having fire damage. Building Inspector Steve Sanders recommended the house be torn down. A representative of the new property owner requested a chance to see if it could be rebuilt. Council denied and gave an order to bulldoze in 60 days.

Public hearing for the substandard property at 4605 Byrd Drive. This is another structure fire. Building Inspector Sanders stated this property was a 65% burn out, but could be repaired. This is a house that was willed to a son. All paperwork had not been filled out for property transfer so it puts it in legal limbo, but council is still going to send the property owner of record a letter to show up in 30 days with plans to repair the property. After that it will fall under a building order.
