Subject: Synopsis of Oct 16, 2017 Planning and Zoning Meeting
The meeting started on time. There was a request by the school representative to give another presentation. Board chair Myrick stated there shouldn't be any reason since they finally turned in all the paperwork and this meeting shouldn't take more than 15 minutes.
Myrick first started the meeting off stating this is the third meeting on this project to put up the telecommunication tower at Castleberry Elementary. This could have been done at the first meeting if the CISD had brought the approval from the base commander as requested by the board. Myrick also stated that at this time the city would be unable to use the tower due to RF interference (the school had previously offered at spot on the tower).
Myrick opened the public hearing to those in the crowd which we had another nice turn out. Citizen Daniel Dagel spoke up about the tower being in violation of three zoning ordinances one of which I cannot remember. The second one was another tower within 1/4 a mile of the proposed tower would be a zoning violation. Also a violation was to build a 150 ft tower you were suppose to have three communication services on the tower. At this time, with the city backing out, that would leave only one communication system on board. Dagel also repeated what others have said at previous meeting: how about using the water tower. Marvin stated to use the water tower, the school would need to have somebody with certification to be able to go in and service the system if it needed servicing at the water tower.
A picture was passed around showing what the tower would look like, but it only had one communication device on it.
The board asked if there was going to be a red warning light on top of the tower. The school said they would do it although they were not required. Myrick stated the red light would be in the motion, as well as it having a 6 ft. brick wall around the base and that the board would highly recommend they have an emergency generator and not rely on battery back up.
I questioned Marvin on since this is a zoning issue and they're seeking a zoning variance, shouldn't this issue have gone before Zoning Board of Adjustments? And not Planning and Zoning. Marvin stated that council could rule on this issue and that this board is what will allow them to rule on this issue.
Myrick closed the public hearing. Board member Dast stated this tablet computer program that the school already doing is the future and they need to use of this tower to make best use of this program. Board member Teague seconded the motion. A vote was requested. Myrick voted with the previous two board member. Board member Gallman did not and I didn't hear Member Simpson say he was for it at this time. Before it could be passed, Ruth Ann Teague asked Gallman to explain his objections. Gallman stated that we have this zoning ordinances for a reason and that there is fiber optic running through this city so this could be accomplished in other ways. Teague then wanted to take by her second on the motion. Somebody from the CISD side of the room yelled out how many times are we going to vote? Marvin would not allow her to with drawn her second. Simpson clarified he was voting yes so the motion passed. Gallman stuck with his no vote.
At this took at little longer than 15 minutes, folks!!
