Synopsis of River Oaks City Council Meeting January 23, 2018

The meeting started on time. Councilman Holland absent.

Normally the mayor has a reading of proclamations at time in the meeting he choose to bring up the school shooting and how he felt that the more schools have removed God the more these shootings have happened.

Next council approved the consent agenda.

Council approved a request by Scott Kirk of Liberty Tax Service to erect a Lady of Liberty balloon atop the building at 4833 River Oaks Blvd in violation of the 30 day limit on such advertising.

Council approved issuing a private collection permit to pick up scrap metal and junk placed on the property by the street or right of way. The first person to ever ask to get this permit Armando Serrano. The police chief said there is an ordinance against picking up trash that is placed out to the street. We have had it since 1949 and he would like to keep it. If people wish to pick up large items left out it was recommended they still get a permit. Councilman Ashton felt since the people are performing a service that would stop large items going to the landfill that we should not charge any fee for getting the permit. The police chief restated that the people still can't open boxes or trash bags and wanted to keep this part the same.

Council approved Resolution 916-2018 authorizing EDC funds of 150,000 to go for renovations for the property at 5404 - 5412 River Oaks Blvd. This is the property where Jessie's Donuts and the dry cleaners, Little Nachos, etc. The developer was there. They only said his name was Chris. Didn't give his full name or the business name, which seems strange to me. Chris then asked for clarification of a few items which was negotiated in the contract with EDC. Some of them were how would EDC be reimbursed should he decide to sell, also questions about businesses that might want long term rentals that do not pay sales tax. He also stated he might want to change the inside design that was presented to EDC due to renters request as well as maybe the outside. Council seemed okay with the changes, stating this would still be a successful project even if it doesn't return all the money EDC has put into it. Hopefully it will seed further redevelopment on the Blvd.

Council approved plans for the upcoming All American Celebration. It will more than likely still be held behind the Victory Temple Church as it has been for years. There is going to be a meeting at EDC with the company that sells the fireworks to hopefully get a more view-able show this year.

Council tabled a request from Andrew and Lisa Fuld at 1844 Inspiration Lane hoping to purchase part of the property where the water treatment plant is in order to square up their property.

Council approved Resolution 917-2018 calling for a general election to be held on May 5, 2018

Next was update of substandard properties: They are now down to eight at this moment.
