Synopsis of Special Called Meeting of the River Oaks City Council 10-4, 2018

Councilman Scott absent and I was a couple of minutes late myself.

Council approved the alternative proposal for the Texas Water Board Project. I missed the first few minutes of this conversation between the mayor and the city engineer. There is some claim that the state has changed the rules on how the money can be spent. Some claim that this is what council voted on. One thing for sure, if your street is only getting new sewer lines the city will not be able to use any funds from this water district loan for street repairs. There was some thought early on if they had left over money from the sewer and water lines this money could be used to repair the streets. Only clarification now is if they can save money on the water line side to have funds for the street repairs. Also in dispute is the lateral lines going from the water line across the street to the houses, the city engineer claims this was not part of the original bid. Council questioned did it make any sense to replace an old water line and not replace the line going to the meter. Repeatedly though this conversation the mayor asked Holland to pick another council member for a special committee to look into this along with Marvin. Like I said, he brought this up repeatedly, but Holland never picked someone. Before the city engineer stepped away from the podium he requested council members go back and read what they voted on when they approved the water and sewer project. He feels that he is right and they're wrong. As part of this section of the council meeting they brought in their financial bond representative, a quite cheerful guy, considering everything he stated would be raising YOUR TAXES! The financial rep. gave several options for raising money to finish the water line project and the roads. One was an increase in property tax. Another was for the city to go out for a bond. At this point, Councilman Ashton spoke up, stating we have already increased the taxes the maximum we could and that he is not for another tax increase. Holland stated he just had this brought up in case we need the funds for the roads. After Joe's statement the mayor tried to stop debate on this issue by making himself the other member of the special committee. The mayor asked the financial rep. what our current bond rating is. It has improved over the last few years. The mayor then went into an editorial on people miss-posting what is said at meetings.

Council approved the joint election agreement with Tarrant County for elections. Because of the special election this year in River Oaks, this election will cost us 6000.00 and possibly another 20k+ if we have a run off. This is for a six month seat. This position will be back up in May.

Council approved to amend the June 26th council order on the substandard property at 1617 Hillside to give the property owner another 60 days.

Council approved to allow the community center to have a mobile food truck for the upcoming event at the community center "Nightmare in Texas" on Dec 8th and 9th. The mayor questioned allowing a food truck in the city since it competes against the food businesses in our city. It was pointed out that this would be just like the snow cone truck at the skate park grand opening. Several other incidents of food truck nightmares were brought up as to why zoning doesn't allow food trucks in our city.

Last item on the agenda was discussion or action on land acquisition of real property.. Council immediately went into executive session. As usual, upon return, no comments were made about this discussion in executive session. They simply adjourned.
