Subject: Synopsis of River Oaks City Council Meeting March 26, 2019

The meeting started on time. All members present.

First item was reading of a proclamation for child abuse prevention month.

Next item was the consent agenda. Council approved all items except for item C. which involved a resignation of a public works employee. That was saved for executive session.

Next item was to consider a request by Stephen Dodd to allow a storage cabinet on his front porch. The zoning officer considers the cabinet indoor furniture and states our code does not allow. Mr. Dodd asked for clarification of what indoor or outdoor furniture was. The mayor stated anything you buy at a lawn care store is outdoor furniture and anything bought at a furniture store is indoor. Some brief discussion. I don't remember council every voting up or down on this issue although they seemed to be in agreement with code enforcement.

Council approved Phase 2 of the sewer project.

Council approved to enter in a joint election agreement with Tarrant County for 6800.00. This would not include the price if it's a run off.

Council approved to go out for bids for banks to take their city deposits.

Council approved to enter into a contract to archive social media using Social Media Archiving Solutions. This is for open records purposes.

Council approved a request by Gordon Smith to replace the engine in the W-2 water dept utility truck. Seems the old FORD dropped a value.

Next was a public hearing for the substandard property located at 928 Lydick. The homeowner was present. She stated she had a loan on the house and was probably going to turn it over to the bank. Councilman Holland requested visual pictures of the violations. The city attorney and Joe Ashton both felt it wasn't necessary. That it was substandard and there was no need to show the photos of the interior due to the severity of the interior. Council normally puts a 180 order on a substandard property like this. Councilman Ashton requested in this case that they not do that since it could possibly hurt the sale of this property so it was tabled until the next council meeting.

Public hearing for a special sign request by Kris Franks. There was a misunderstanding at the last meeting on the measurements on the sign. It fits what is already on the roof so no real variances are needed. So it's approved

Council approved Ordinance 1224-2019 to allow the police to use funds from the seizure fund to update outdated equipment. They were recently given another city's old cameras which will be an upgrade for us. They just needed money for installation.

Council approved Ordinance 1225-2019 amending the 2019 budget in order to expand funds from the water funds.

Council approved Resolution 959-2019 authorizing continued participation with the steering committee served by Oncor.

Council approved Resolution 960-2019 for special event permitting to hold a Ronald McDonald outside special event at the River Oaks Event Center. Nothing is written in stone on this event yet.
