Subject: Synopsis of River Oaks City Council Meeting April 23, 2019

The meeting started on time. The mayor and Dan Chisholm were absent.

First item was approval of the consent agenda. No discussion on any items

Next was to approve the Medstar report given by Doug Hooten. He also stated in his report that only five citizens have taken advantage of the Medstar family plan that for a small yearly fee it would cover any ambulance rides you or your family need. I would suggest citizens look into it.

Council approved agreement with YMCA Camp Carter on land procurement for the use of Camp Carter property for a future community center, animal shelter and city services area.

Council approved to use Texas Day Night Security for installation of network video streaming. This is to put council meetings on line.

Council approved Resolution 963-2019 denying Oncor's request for a rate increase.

Council approved Resolution 962-2019 authorizing EDC expenditures for more than 10,000 for a business qualified for EDC funding (NISH).

Council approved Ordinance 1229-2019 amending the budget in order to expend funds from the police seizure fund.

Council approved Ordinance 1230-2019 authorizing 60,000 out of the budget to make up for a budget shortfall.

Staff report on substandard houses:928 Lydick Lane apparently has been sold. hopefully the old homeowner is not left with any debt owed to the bank. truly sad situation. No further updates on other properties.

There was suppose to be an update on the investigation at 5001 River Oaks Blvd. Apparently that's been tabled.

Next item was discussion on special events planning. The emergency management team and the police, plus zoning were all wanting to update the special event permitting after the short notice was given for the Easter egg event put on at the high school practice field. Apparently barely a days notice was given by the event coordinators to the city. The request was to make sure appropriate notice is given so that all emergency teams could be prepared and on hand as it was staff had to be moved from other events for this last minute notice event, not to mention the surprise helicopter dropping eggs from the sky. I'm sure more to come on this topic.

Last item presented was discussion by the police chief on the proposed new animal shelter at the YMCA property. This is an item our chief is extremely passionate about. He told stories of our hard our animal control officer works to get animals back to the rightful owners. He also brought up the reasons that this is needed due to the conditions at the other animal shelter the city contracts with. He was questioned by a citizen on how this was going to be paid for and how we could justify the dollars for such low count of animals taken in. He went on to explain all of these plans were just rumors at this time and perhaps we would have fund raisers and other ways to raise money for this needed project. He will be speaking on this topic at the next Town Hall meeting May 7 at the Event Center.
