Subject: Response to the five year plan
In reply to: Kenny 's message, "Re: How about the 5 year plan, good luck on that one." on 16:23:04 09/21/19 Sat

I've always supported the volunteer fire dept system and that's why I've always taken up for it. It has made a difference in our city and to those who participated in that system.

The five year plan was started before I was ever on council, but was to add firemen full-time paid firemen every year until we reached a full staff. For some reason that was not going as planned.

The reason we are at an emergency hiring of a full time paid fire dept (which I voted for) is because the surrounding cities were no longer going to provide mutual aid as long as we were understaffed and a volunteer dept. In other words, without mutual aid we couldn't go into burning structures for rescue without endangering our people. So our hands were forced by these other two cities to go full-time,which is what made this an easy vote. Also in the past Fort Worth would not provide mutual aid for River Oaks as long as we didn't have four full-time 24/7 paid firemen. Fort Worth changed their rules to three full time paid 24/7 a shift which made it more financially reachable for our city. Not to mention now with FW as our mutual aid partner we have access to all of the specialty equipment that FW has and we don't. Marvin did a great job making the numbers for this years budget almost balance. We were 36,000 short that we had to take out of the rainy day fund.

The city had to add nine new full-time paid firemen plus a federally mandated two new employees to monitor our sewer system. So this is a total of 11 new employees. That is a 19% increase of staffing in our city. So hope this post clears up why we are having some of the tax increases.

Hopefully in the future we will not repeat these tax increases because some or later you run out of other people's money.
