I'll tell you how we stopped the problem here. Remember that in 1995, Congress repealed the national speed limit. Missouri, in turn, raised the maximum speed limit back to 70 in 1996 and another provision of that law required that fines from all tickets written on state and federal highways, even within city limits, go to the state. (The local cop can still write the ticket but the fine goes to the state.) The idea was to discourage cities and towns from (mis)using traffic fines as a revenue source. It must be working because I don't hear the complaints about "speed traps" I once did.
