Not really, but for the uninitiated who are curious .....

The expression is a quote from the movie Stripes starring Bill Murray. It was made by the platoon leader to a boot camp soldier who was speaking and acting paranoid about others picking on him, or approaching him in an undesired manner. It means, "Okay, just stop and settle down. You're over reacting."

I think it's a lot more fun than saying "You're over reacting" and generally gives ma chuckle when I see it on this or other boards.
