If there was no warning it was probably excessive. I've heard of kids getting their hands slapped if they tried to touch a hot stove. But that would be a situation where the parent was trying to teach the kid to associate a hot stove being dangerous. Plus, at age 3, that's generally too young for Safety Town where kids learn about such things so they aren't likely to know any better of what would happen if they ran out into the street.
