Subject: What, technically, is an ADULT dancer?

I just passed my TCRG and am getting students ready for their first FEIS! I have several Students over 20 yrs old who want to compete, BUT three of them used to compete as kids--One in prelim (22yrs old) & the other two got up to novice and PW (now in mid 20s). It's been over 2 years since the Prelim girl competed in figures, but over 10 years since ALL of them competed in Solos. Would they be classed as ADULTS at a feis? What about the Prelim Girl? Is she in the Oldest Prelim comp, Or, can she dance in the Adult PW comp since it's been 10yrs and she's definitely rusty, especially in hard shoe?
