I'm from Mass, so please take my comment/question for what it's worth, but is a cocktail necessary for a local pageant? In New England weather, I think a pretty sweater dress and boots would be fine for a local pageant. Maybe not pants, but certainly a sweater dress that looks pretty and somewhat upscale should be ok, no? Also, are we talking about just local titleholders here? I ask because it seems like you mentioned 5 Miss States so I would assume the reference is to your reigning Miss State -- Miss New Hampshire Forum (Unofficial)

There are different situations for different events. At a pageant the competitors are in evening gowns and the title holders look out of place in these photos.
