here's a link to a site which offers various bios.

Notice how they list Neogeo bios for NEORAGE .8c.

In other words, you can still play NeoGeo games,
even if you're not using M.A.M.E.

anyway, here's their homepage

So, basically,

NeoGeo "roms" don't seem to work on the newest versions of MAME. (Such as , version 1.39, 1.36, 1.28, etc.).

But, NEOGEO Games work smoothly on Older versions of MAME,
going all the way back to very old versions, such as 0.89.

It almost seems, NeoGeo is a completely different system which requires updated bios.
However, the newest "Bios" don't seem to work.

... SO, if you wanna play NeoGeo games,
it seems you must stick-to the OLDER versions of MAME.

at least, for the time being.
HOPEFULLY, this will change soon, cause the newest MAMEFX handles quite smoothly.

ALSO, if you wanna play any High Tech games,
I STRONGLY recommend MAME32, or MAME32FX, or something of that nature.

the original MAME apparently needs frontends, and other add-ons in order to work correctly.

Whereas,
the "FX" versions of MAME are pretty-much ready to go.

Okay, so I was playing Neo Geo games on Windows 7,
using an old version of MAME.

Everything went smoothly, AT FIRST.
Then, suddenly, the NEO GEO games did NOT work.
But, all other MAME games worked fine.

SO, after pulling my hair out,
I finally saw a main culprit of the problem:

Virtually all anti-virus programs affect how MAME handles.

I also noticed, that the .INI file was missing.
OF course, the .INI is very important.
And, you can see it near the MAME Exe.
SO, I happened to save the INI to an external drive.
And, when I dragged it to the MAME folder,
Low and behold, the NEO GEO games were working again.

BUt, it's more complicated than that.
And, I think, I finally solved the puzzle.
(actually, I didn't fix the problem,
I just figured out exactly what's wrong).

I think,
I've finally figured out why Newer versions of MAME can't play NeoGeo Games.
At first, I thought it was a deliberate "Block".

But, it's really quite simple:
Neo Geo games have ALWAYS been glitched on MAME.
IT's just that, Older versions allowed them to play anyway.
But, it seems,
the newer versions of MAME simply won't play games if they're filled with errors.

It's really that simple. BUT, I strongly disagree with their decision. They should make them playable anyway.
And, it should be easy to do.

BUT, there's good news:
NEoRage volume .8c still works on WIndows 7.
And, it works quite well, too.
