Sort of depends on what is deteriorating, Yes to leg and waist bands but if the fabric is dead there is nothing you can do. It is next to impossible to get the fabrics that vintage garments are constructed out of. If anyone knows where I can get some playtex 18hr. fabric I'd be obliged.
