I doubt very much Ricky that the advertizers had in mind that men would wear them - especially as ladies were their main market. I think your second option is much more likely and that the manufacturers made the girdles as appealing to men as possible so that they would encourage their wives and girlfriends to wear one. At least that`s what I think.
