Subject: I would like to make a correction.The former Nat'l Treasurer's name is NOT Linda Briones.but LEONOR BRIONES. Sorry for the misinformation. BTW there is also pork barrel system in the US but it is done in a clean way (tho' not totally). For example, FEMA, charged in the provision of federal assistance to States,Cities and communities ravaged by natural disasters, e.g. Hurricane Katrina. When FEMA present its budget for appropriations & approval, it would have included anticipated funds for disasters. Unlike in Pinas. In the US, the politicians, e.g Governors, Mayors, endorsed by Senators and Congressmen asked the President to declare a certain area as disaster or state of calamity. This automatically triggers FEMA to do its job. Senators & Congressmen, and the Pres. have no control on the FEMA disaster funds.Their involvement if any is during the budget hearing of FEMA, and the Pres, through the Director, approved such budget for congress presentation. Why can't they do that in Pinas?
