They might say the Philippines is a rising star but whatever improvement they have in the economy has not trickled yet to the poor. From what I see here in the Philippines, things haven't change much. Actually, a lot of investors and non-investors alike are very frustrated with the horrendous red tape and bureaucracy at government offices and agencies and not to mention the corruption that still happening. The red tape and bureaucracy along with the high cost of electricity which is even higher than the more industrialized country of Japan is a big turn off for prospective investors. They said they are trying to change that but when will that happen? As an example, applying for a Philippine passport, there are so many requirements you need to procure before you can get your passport. -- Community Forum

Two birth certificates, one from the local registrar and from NSO (an agency of the national gov't that handles birth certificates for the country), baptismal certificate, police/NBI clearance, voter's registration, etc.. Why the need for two birth certificate? I am sure the Phil. Government has its own reason for the two birth certificates but to me, that is redundancy. It would just complicate things and lot of people in the Philippine cannot afford to pay for an additional birth certificate. The expenses could be even a lot more if the birth certificate has discrepancy as with the case of a lot of Filipinos including myself. You have to do a correction at both local registrar and NSO and this is not an easy task. You would have to go to NSO and get in line. - You will also have to wait a few months for the result. It is ok if one of the certificates is free but the case of the matter is you to pay for it as with almost any docs you want to procure with the Philippine government. I feel sorry for the people because they don't have any choice since almost everything you do in the Philippines such as applying for jobs, satisfying a legal requirement for certain things, etc. need the two birth certificates. That is why you cannot blame people for thinking that NSO is a big milking cow of the government. Buhay pinoy pa rin talaga. However, in spite of my frustrations dealing with the government, I have high hope for the Philippines and I hope that the current economic trend would be sustained for the benefit of all Filipinos.
