This is done using the more advanced HTML.
the code I'm using is:
Onclick="window.open(this.href); return false"
(instead of using   target="_blank"    ....method to open new tabs).
Currently, the Voy Forums header is "Maxed out" at 8,000 characters.
So, it was necessary to remove a few links.
Also, there was not enough available space to add the:      A title='outer text here'    ....feature.
