Good question, Alyssa.
Girls usually can figure out how to handle boys penises and testicles on their own, LOL.
There are curricula for gender bias training (or sexual harassment) in workplaces. There is no reason these can't be adapted to high school and junior high settings.
Boys learn to disrespect girls at a young age. In elementary school, boys can be called out for teasing girls based on their gender (as apposed to the normal teasing that occurs among kids). For example, suppose a boy makes fun of a girl for her (supposed) inferior athletic ability.
Make the kid play hopscotch or jump rope for a complete recess. A few minutes of Double Dutch will tie him up in knots!
A lad looks up or flips up a girl's skirt? Make him wear a skirt and panties the rest of the day.
An older boy grabs a girl's breasts? Have him wear a bra with no shirt.
As part of Show and Tell, girls could bring in their older sister's hand-me-downs. "My sis outgrew these panties and miniskirt and I asked her to donate them to the classroom wardrobe for misbehaving boys."
Other ideas anyone?
