"Everyday clothing" is a lot of protection for the boy, and a strange way to "spank", or to imitate spanking. If you're using your hand, as normally happens, you are getting the worst of it. When he is bad, just take his pants down and smack him; it's so simple! Hopefully when he finally gets real spankings, and any girls ("helpers") around get to witness "all his glory", he'll start to think about his behavior for a change. As usually happens.
