Obviously a smack is meant to hurt, but not to damage, whether physically or emotionally. I don't think it needs to be particularly severe to get the point across, it depends on the misdemeanour. Most spanking offences, backchat, not doing chores, missing curfews, low school grades etc are annoying, yes, but not capital offences. A spanking entailing a few reasonable strokes should be enough to bring the miscreant back in line, even if for the embarrassment factor alone.

And in answer to Rainy's point, I have mentio9ned before that parents who use spanking as the regular go-to punishment, may well have an ulterior motive, and get some enjoyment out of it. You've only got to look at other Voy sites.
