My mother told me that the hairbrush is much safer to use on the bare bottom than using the hand. Do you know why it is the case?

I assume your question is asked to address my question.

I'll take a wild guess and say that it's assumed that the hairbrush can result in a severe spanking but less so for the hand. So more care is taken with the brush. The hand can of course have a similar result but the spanker but not have that perspective and so will spank more impactfully and perhaps cause more bruising and the like. A comparison may be between using a lexan paddle which requires less force and so is less likely to leave marks and the hand which could result in lots of marks because it may be applied more forcefully.
